The Government’s position is: Failure or inability to live within one's means, satisfy debts, and meet financial obligations may indicate poor self-control, lack of judgment, or unwillingness to abide by rules and regulations, all of which can raise questions about an individuals reliability, trustworthiness and ability to protect classified information. An individual who is financially overextended is at risk of having to engage in illegal acts to generate fundsIn a Nutshell, unpaid payroll taxes are a deal-killer. 

Accordingly, the guidelines found in AG & 19 contain nine disqualifying conditions that could raise security concerns. Typically (but not always) unpaid tax debts fall into the following two categories:

1.)  Inability or unwillingness to satisfy debts; and

2.)  A history of not meeting financial obligations.
